1 Centralised and decentralised employee participation

Within Fontys, employees and students (those involved) choose representatives from their midst for one of the participation councils within our organisation.

Because the representatives are involved in the decision-making process, meet regularly with the decision-makers: Participation follows control.

The Fontys organisation consists of two levels: the level of the institutes and the Fontys level (central). Each institute is managed by a director and provides study programmes. The Executive Board operates at Fontys level.

1. 1 IPC (IMR)

Each institute has a Institute Participation Council (IPC) attached to it. The IPC members have the managing director as their interlocutor. The members of an IPC follow the ins and outs of an institute and its study programme(s). They play a role in determining policy and monitor the institute's management. In concrete terms, this means that the members of the IPC are in agreement with, for example, the adoption or modification of the internal organisation, the policy of the study programme, health and safety issues and the TER (Teaching and Examination Regulations). In addition, the IPC can advise the managing director at any time, on request or otherwise, on the course of events within the institute. The managing director should take this advice seriously, and can't just ignore it.

Fees (facilitation) for student members of the IPC
Administratively active students who are members of the IPC are entitled to a fee (facilitation) for each attended meeting. For each role (full member, chairperson of the student section, chairperson), this fee is laid down in the Regulations for Participation Councils and Degree Programmme Committees (RMO) (article 14, paragraphs 4 and 5).

The Participation Councils and Degree Programme Committees Procedure at Fontys describes the practical implementation of this facilitation from 1 January 2025.

1.2 CPC (CMR)

The Central Participation Council (CPC) is the interlocutor of the members of the Executive Board. The CPC is the Fontys representative body that reviews the strategic and tactical policy of the Executive Board and thus represents the interests of the Fontys organisation and its students and staff. This is why students and staff work together in the council.

1.3 JDPC (GOC)

According to the law, every Higher Education study programme must have a Degree Programme Committee (DPC) (OC). If more than one programme fall under one institute, it may be decided to set up a Joint Degree Programme Committee (JDPC) (GOC). At Fontys ICT, a JDPC is set.

The members of the JDPC (lecturers and students, no support staff) follow the ins and outs of the study programme. The (J)DPC is a consultative body. This means that she does not have the right to consent, but she does have the right to give advice.

2 Administrative activities

2.1 Centre for Administrative Activities

Students who are active in administration can be supported in their work by the Centre for Administrative Activities.

2.2 Governance scholarship

If students are active on the board of a large student association during their studies, they can, under certain conditions, qualify for a governance scholarship. For more information on this, see the Regeling Bestuursbeurzen Fontys Hogescholen (September 2021).

2.3 Student participation and allowances

If students are administratively active in the CPC, LINK, an IPC or DPC, they can claim allowances. Previously known as 'vacatiegelden' (fees), this arrangement was amended in early 2021 and described in the Regeling Medezeggenschapsraden en Opleidingsacommissies (Attachment 1).

Students are no longer rewarded by collecting 'vacatiegelden' per meeting but, based on allocation of hours, receive a monthly amount in their account. More information can be found here: 'Handige documenten & formats' (file 'Facilitering en diplomasupplement').

2.4 Diploma supplement

Finally, administratively active students may be eligible for a may be annotated on their Diploma Supplement.
