Personal ICT budget

Summary
The PIB is an instrument in terms of 'responsibilities low down in the organisation', in which the employee takes control as much as possible. It allows Fontys ICT employees the opportunity to choose their own personal devices, such as a phone, laptop, tablet and headphones.

Objective

The aim of the Personal ICT Budget (PIB) is to give Fontys ICT employees the best possible opportunity to choose their own ICT environment with optimal transparency. By “ICT environment” one should think of personal devices such as a phone, laptop, tablet and headphones.

PIB = annual Personal IT Budget

The PIB is an annual amount, for every employee with a D2 or D3 appointment of at least 0.6 FTE. The annual budget is €1100. This budget can be used to purchase ICT equipment. With employees with an appointment of less than 0.6 FTE a tailor-made agreement is made. Employees with a different type of contract can make use of already available ICT divices.

Procedure

The PIB is an agreed annual budget to cover the costs of ICT equipment for several years. Each device has a minimum depreciation period of 3 years, but an employee may also choose a longer period (max 5 years), so that the annual depreciation is lower and the choice can be made more efficiently.The choice of certain resources can be limited by function-specific requirements.

Example: Within Fontys, certain services are only offered on the Fontys Managed laptop. Think of financial and administrative services. For these employees, only the Fontys Managed laptop is available, including the corresponding depreciation system.

Freedom of choice

Every employee is responsible for acquiring a laptop and telephone suitable for the job, suitable for and included in the PIB budget. In addition, an employee may purchase and pay for other ICT equipment, as long as this falls within the PIB budget and contributes to the employee's (future) work and/or development, appropriate to the position within Fontys ICT. When in doubt, the employee consults with the People Manager, PLOU, Operations Manager, or OOP team manager.

An employee makes a choice from the above means (limited by formal Fontys purchasing channels) and indicates himself how long he is going to use them. When applying, all amounts must be indicated, including VAT. The longer the chosen duration of use, the smaller the annual use of the PIB. User support depends on the type of device chosen. For example, choosing a MacBook or a Windows laptop under your own management is a choice for no support from Fontys' central helpdesk. II&A offers best-effort support in these cases. Depending on the choice an employee makes, there are a number of obligations with regard to the installation of, for example, a laptop under own management. User agreement

Upon receipt, the employee signs a user agreement for the tax authorities. All devices remain the property of Fontys University of Applied Sciences-School of Information Communication Technology and are returned after use and/or termination of employment.

Damage

In the event of damage and defects, these will initially be repaired by II&A. In the event of irreparable damage, the employee will be given a replacement product that most closely resembles the original item, but will usually be 'slightly less'. This doesn't have to be a new one. Registration of repairs is the responsibility of II&A.

Amount of the PIB

For the average ICT user a PiB of € 1,100,- a year appears to be more than sufficient. For 'heavy users', who are of course present at Fontys ICT, there could be an increased PIB of € 1350,- per year. If an employee thinks it is responsible to qualify for a higher PIB, this can be indicated to the people manager (PM). The PM can assess the reasonableness of an increased PIB and discuss it with fellow PMs where necessary.

Returning

Depending on the type of PIB item, returning it earlier is unfortunately not possible due to cost and administrative reasons. We ask for your understanding and are ready to answer any questions.

PIB at 0.6 FTE or lower

Employees with an appointment of less than 0.6 FTE do not have a PIB budget at their disposal. If this is required, this can be resolved in consultation with the PM and II&A in the form of customisation.

Long-term lending of devices

The PIB arrangement determines the choice of means, but also the depreciation period for the individual employee. If an employee chooses to use his device for at least 4 years (by at least 4 years of depreciation or not taking a replacement device within 4 years of purchase), he may continue to use the device after 4 years. This is what we call long-term lending. The device is registered with the employee, but does not count towards the PIB after the selected depreciation period. An exception to this rule are Macbook pro and laptops with a purchase value of €2500,- euros or more, then a period of 5 years applies.
